I enjoy multi-boxing, and I have successfully bought CD keys from IGXE.com before, since Blizzard does not offer online downloads of Warcraft, nor the ability to Pay using Paypal (actual money from Paypal, bot credit card THROUGH Paypal). My first account is about to run out of gameplay time so I tried to buy a key code for a 60 day time card.
My oder begins to go through normally, but then I get an email from IGXE saying this:
Now, I have used Paypal MANY times before, and have never gotten a message like this. I am not, at all, EVER giving anyone online a copy of my photo ID. Since I transferred money directly from Paypal; no credit card or e-check from bank, I do not understand how I could be flagged by a fraud prevention system. My Paypal account works fine everywhere else, and has worked with IGXE before.Thank you for shopping at IGXE for all your gaming needs.
In order to better serve the Internet community and reduce the harm
associated with online fraud and identity theft, IGXE has developed a
comprehensivefraud prevention policy.
We apologize for any delay, while your order was checked by our
automated fraudprevention system. Unfortunately something about your order had
been flagged bythat automated fraud prevention system. This is most
commonly caused by somesort of mismatch between the address
provided with your order, and what the credit card has reported back.
In order to authenticate, we will ask that you provide us with a copy
of your government issued photo ID or passport.
Thank you for your cooperation and your business.

I send a message to their customer support asking for a refund:
And here is their response:I recently bought a 30 day timecard for World of Warcraft (US edition), but shortly after the payment was sent, I got an email notifying me that there was an issue with the payment, and I would need to provide photo ID or a passport. I do not give out this information to anyone online, so I am requesting a refund of the $30.99 I payed for the timecard.
I also would like to know what the details of the problem were, since I did not pay with a credit card, and the email states that: "This is most
commonly caused by somesort of mismatch between the address
provided with your order, and what the credit card has reported back."
I have bought two CD keys and 2 BC expansion pack CD keys in the past and there has been no problems of this sort.
I reply again, but I feel like I'm running in circles with this one:We are sincerely very sorry if we have bothered you for asking for a
copy of your photo ID! We just need a digital picture of your photo ID to
help confirm your order. This is because we are partially responsible
for ensuring the secure use of our customers' billing accounts. You can
just take the picture very easily by a digital camera or PC camera or
even cell phone camera. And then just reply us the email with the
digital picture in the attachment. Hope you would understand our position.
have a wonderful time!
And I get this:The problem is that I do not have a photo ID and don't know where my passport is. And do not feel safe giving out a copy of any forms of identification to anyone over the internet.
I don't think they get it...Thanks for your mail!
Without the photo ID, your order might not be passed buy the automated
system.
We just appreciate your understanding in this matter!

To me, this seems VERY suspicious. Why do they need my photo ID? I've used Paypal before with no problem like this. They do not seem to be willing to give me details of what happened, but continue to ask for my ID. They must have my money somwhere, so why can't they just issue a refund and forget it? And why is this the first time this is happeneing when I have used this site 4 times before?
Can anyone tell me what to do? Should I file a report with Paypal?
EDIT: Just to clarify, they have my money, but I did not get the game card key I payed for at all.
