Scam not bannable ?

my friend got scammet by a scammer, for 100G. he reported it of course, after a few hours, a Gm whispered him and said " We believe this is the players responsability, in wich case this is not bannable." ? and i thought like what ?? 100G and he didnt even get 1 copper back?
