Need help with UI

How do people create those UIs like this:

I mean,how do you make all those templates in which they put combat log and spells and map and so on.I know my English aint perfect,but i hope you guys understood me:P

I found a guide in the forums of the UI compilation I use (ADUI):
BouviTextureTutorial.pdf - FileFront.com

You basically design the template in Photoshop/GIMP
and use something like eePanels to import/load it in WoW.
