No. No its not. The best you can do is alter the received packet so it comes up numerically different. Trust me, blizzard is much smarter than you'd give them credit for. If this really was possible then we'd have a LOT more lvl 60's around with full epic gear. I mean, if this were possible, you could effectivly make it so you never take damage, etc.
Very few hacks in the past have used packet editing. Teleport and no fall dmg hacks were only done with memory editing. Teleport would alter the memory address of your char's x,y,z co-ords or in some RARE situations also manipulate the packet info (so it just appears like lag). No fall damage would simply set your z-axis momentum to 0 when your z-axis height relative to the ground was within range of suffering no fall damage.
Hell, even speed hacks dont use packet editing. They just speed up the in-game timer (your client has restrictions for how fast it can send packets and how fast your char can move, if the timer ticks faster, it'll do both proportionally to the increase).
The best you can do with packet editing is fooling your client. You could alter it so quests would SEEM to give you more XP and gold, but as soon as it resyncs with the server, you're back to normal. Even this form of editing would be for RECEIVING packets only. It would be horribly insecure for the server to trust what the client claims to have gained. The absolute best one could do with this is making it so your char never dismounts.
Getting throwin in jail isnt going to happen. Packet editing is not against the law. You're not damaging (illegal) or stealing information (illegal) or hacking into (without permission - illegal) anything. All you're doing is altering the preceived communication between the client and the server. The very worst Blizzard could legally do to you is perma ban you.
If you happen to damage their servers (data corruption serverside, stealing accounts, or even so far as (physically) threatening personell or other users) then you can be arrested and/or fined. Trust me, Blizzard uses MANY redundancy checks to be sure that stuff like this doesnt happen.
I do apologize if it feels I'm singling you out Mutated Carpet People. I have no intention to attack you directly. I simply mean to shed a light of truth on a very common misconception.
Oh, and if you want to do packet editing, learn to use EtterCap. Free, open source, functional. I'm freely going to give this information out because really, you're not going to get far. And if you are, you already have the means to do so.
