What does this mean?

Well, us mages basically got a "Damage tax" on our fireballs/frostbolts if we specced to improve them. Which of course means they will hit for more now.

Well it will be a HUGE buff for mages in BT/Hyjal and kz/gruul mages, but for the mages still in TK/SSC will be outdamaged by the wonderful FANTASTIC arcane, including that you got TLC, and 2/5 t5 you will still pwn dmg meters AND you don't need to respecc between hydross and al'ar
also friggin big buff for pvp mages, 9k hp with 800 spelldmg, 10% more dmg on frostbolt? yes please. that means you could dis 10% of your spelldmg and take it to stam if you are already satisfied with your dmg

Apart from no one really uses Frostbolt in a one on one enviroment against a meleé class.
