20-22 - 3/3 IMP Slice and Dice
23-24 - 2/2 Endurance
25-29 - 5/5 Dual Wield Spec
30-34 - 5/5 Sword Spec
35-37 - 3/3 Aggression
38 --- - 1/1 Blade Flurry
39---- - 1/2 Weapon expertise
40---- - 1/1 Adrenaline Rush
41---- - 2/2 Weapon Expertise
42-43 - 2/2 Vitality
44---- - 1/2 Nerves of steel
45-49 - 5/5 Combat Potency
50---- - 1/1 Surprise Attacks
51-55 - 5/5 Malice

Quickest way would indeed be getting a 70 AoE class to power you through instances till your 50's then quest, but most people can't do this. Quickest way after would be to spec combat and follow a guild such as Joana's or Jame's.
