Yep, they grant that on the First WoW license in the Battle.net account (if it is eligible)only , but if you already have WoD on any licence, you are skipped :/
To be eligible, the account must be inactive for at least 3 months too.
To claim it, you need to simply log into battle.net management site.

Its not true, i've got 3 of 5 upgraded
My observation tells me You needed to pay for atleast month of subscription (ones tahat got only free month didn't get it)
