Because once you learn it, it doesnt consume, so he makes a new battle.net account, sends it over, learns it, and transfers it back afterwards.w

I have it on my account, but no longer have the item though, so it did consume not sure why he still has his.

the original bear was not consumed on use, you had to mail it to each character you wanted it learned on.

I have, in the past, had accounts receive the bear FoS, but the mount would not be usable. Chances are, he's xfering a toon like I did to an account, and the account will not be able to use the bear.
As for the realm firsts, the titles stay on the account even if you xfer the character off, so it is quite worthless. The account will not be in your name so it loses all it's value.
