Can this piss the GMs off?

I'll keep it short.
I got banned and I want to RAF with a friend, only problem is that my account already has 8 licenses, 6 unmerged(4 locked 2 banned, same shit really) and 2 legit(1 of them being my main that gets unbanned in November anyways).
I chatted with a GM the other day and tried to merge off one of the licenses to another account in my name, since I remember doing the same thing a few years back. He told me that the GM who had done that for me made a mistake, that they're not actually allowed to do it, even though I've heard many times of people who get lucky enough to get a GM who makes "mistakes".
So my question is, could I just chat with a new GM once per day about the same topic and hope that I'll find one that can do a "mistake", or will they just check my previous chats and get pissed off?

Also, would it just be easier for me to write a letter to Blizzard? My only fear is that they'll look in to the obvious unmerged accounts I have and remove them(most of them are garbage, but there's 1 or 2 that I really want to keep).
