Paypal vs Moneybookers?

I have heard of lots of people being scammed on paypal when a buyer does a chargeback even after receiving his item. So I was wondering if I should move to Moneybookers and I have a few questions about it.

Is it as easy as paypal to get scammed by a chargeback?
How long does it take to withdraw the cash into your bank?
Does it have cheaper fees than paypal?

When someone sends you an instant/ gift payment, they can't dispute it through normal means. The only thing they can do is claim unauthorized account access and say someone used their account without permission. Paypal will look for evidence of this, and if the scammer planned accordingly, he can make it look like his paypal account was "hacked" when in reality the scammer is the one hacking his own account. Moneybookers suffers from this same vulnerability, and is no safer than paypal. I have heard that moneybookers is more likely to limit accounts and hold up funds for no reason. Search around google and you will see for yourself. Both are bad, but paypal is the better one to use imo. Fees are around the same, and withdraw is the same time (unless you get account frozen for no reason lol)

Skrill is the best way to go, I've used it for along time now.

They don't take a fee from you either
