Item Name Clientside?

Im playing at a european server with UK client but sometimes i see people with different version(french or german) linking items on their own language.

Does that mean that item names are client side? Because wouldnt it be translated otherwise before showing it to be when its on an english realm?

If its clientside i thought it would be a cool thing to edit since other people can see my edit ingame.

If my thought are right,can someone write a quick guide where to find the file and how to open it and what to edit?

No, they are not. Only after the server sent you the name. On how to change them then, read a guide on that in the Model Editing forums.
