OP, you are mixing the two offers up completely. SOR = free level 80. RAF = 300% xp and grant levels. they dont work together, as a RAF account is a NEW account.

I made an account in july so I could do this very thing but only by myself. I just don't want to buy a whole new account just to level one character fast. That being said right when my account was inactive the very next day I SoR and did this very thing.
