Penalty Volcano

So, i've moved up the penalty volcano. I'm up to 48 hour bans now instead of 24. If i start a new account, and delete the old character off the old one so i can use the same name, is blizz's system automated enough to make it so i start at the bottom of the volcano? Or do you think it'd be a waste of money. (it's important that I use the same name, it's for a casino, brand is everything).
