lvl 35 enchants on low lvl items

Hey

I am twinking a lvl 29 warrior atm. Some of my guildies (also lvl 29) have enchants on their lvl 29 gear that requires a lvl 35item or higher.
Like 15str on gloves. That would be nice for me too.

How did they get it?

I searched, but I didn't find anything about it.

Requires ITEM LEVEL 35, Item levels are given to every single item, they are not the level needed to use the weapon, use mods like auctioneer to see if an item has a level of 35+ and then you can throw any chant you want on it. Most 35+ items at the 29 bracket come from quests like the hunter ones in STV or the quest for the leather gloves in 1k Needles.
