Can I transfer a twink from main account (wod) to an alternative bnet (no wod)?

Full WoD acc, want to transfer a twink (Below 20) to another bnet license, which is not upgraded to WoD.

Have tried a starter edition, but said: The target Battle.net account has no valid World of Warcraft licenses to transfer to. Currently upgrading to MoP, have to wait a few hours for the process to be complete.

Would technically work, wouldnt it?

The account you're transferring to needs to have the same, or higher expansion than the account you're transferring from. So you'll need WoD.
