Report everyone in the bg afk macro:

If enough people report someone afk they will gain a debuff & if they dont do anything after 2min they'll kicked out.
I think, u'll know it already. But image u join a av with 4friends & everyone press the macro. That could be fun & give many loolz.
Okay, not so much fun (5vs40) but many lulz.
It could be that 5people are not enough, so get some more friends & download pre av enabler. With that addon you can even join an av with 39friends.

On an internal level, AFK reports are throttled. I can't remember the exact number, it's probably something like 5 (10?) or so reports. So although it shows you the notification, the request to report the person specified is discarded when it reaches Blizzards servers. Same thing with reporting the same person multiple times, the reports are throttled and culled to avoid abuse.
