Recruit a friend feature in restricted EU countries

Hello.

As you probably know accounts from several EU countries are not allowed to use the RAF feature to refer people due to legal restrictions.

My question is, is it still possible to be referred by someone else if you happen to be living in one of those countries?
If not, how big of a deal would it be to lie about the country when registering the account? Is it breaking the law or could Blizzard care less?

yes it is, u can also just create ur account with a false country such as sweden and then do the RAF (if its allowed in sweden)

You can also change your country after the account is created.

I heard that changing your country after it's created requires contacting support and providing a good enough reason to do that...

But if it is possible to be recruited by someone else, there's no problem really since that's all I want to do...recruited

Good enough reason? From my personal experience regarding changing account information, you just need to provide a reason that seems at least a bit sane.

This isn't true!
I'm from Portugal, and when i RAFed i've changed my country to Finland and after everything done just changed it back to Portugal, no questions were asked!
No need to talk to anyone to do that!

Oh wow it is possible to change the country from within the account management.
Either way, Im still only interested in being recruited by someone else so that doesn't really matter, still pretty cool though
