What is this window?

So i was playing with cheat engine and this window popped up, i though it was a addon so i disabled all addons and then it popped up again :O i type help and theres GM there. I type help GM and it says command registered in the category GM, NONE!
Is this window nothing?
Lol just typed worldport and it says i don't have permission. If only i can grant that permission :O.
Trying to upload, photo bucket is being stupid, its at the top, its nothing unless you can edit permission

How can you pull up the console easily?

By default it's ' key iirc (like Half Life console)
