Need a suggestion for a small server on EU

Hey guys, myself and quite a number of others are starting up a level 70 raiding guild (some of you may have remembered my last attempt, we reformed and are using diff methods to get people now).

Anyways we are wanting to find a server that is:
1) Small
2) Friendly
3) Preferably in the Alliance's favor
4) The battlegroup that it's in is preferable in the Alliance's favor
5) Doesn't have a level 70 guild or level 70 twinks (some twinks lead horrible PuGs for gear and generate a bad reputation for level 70s on that server).

So yeah, we want to find a nice small server where we can leave our mark as a guild on it, play with people who are mostly enjoyable to play with, etc.

Nagrand is battlegroup Vindication its a fairly busy server but as far as i am aware they isnt many L60, L70 Guilds around.

I'd suggest Scarshield Legion or Venture & Co.
both are good as far as i know.
