The reason that it is so high is because to make it, it's expensive, and everyone who makes it wants profit, so they try to sell it for more than it cost to make it. To make it you need to be a level 450 Engineer. With engineering you can goto certain vendors and buy the mats for it (again, they are expensive). You can also run Ulduar and get some mats for it from the bosses Flame Leviathan, and XT-002 Deconstructor.
