Thats for U.S only, and your also able to change factions, apparently.

Wonder when they will roll it out on EU, are there any limits to it ie can u change a warrior to a blood elf?

you can only change to another race so long as they are able to be that class.

so you can't make a NE druid a dwarf druid etc.

Hold on here, there is no option to change your race to another race of your faction as of yet. There is only Faction to faction change atm. The title of the thread is a tad misleading.

Yeah race change dont work, and not sure they would ever add that tbh tho saying that they said never to pve>pvp etc so

It's confirmed that they are working on a race change within your faction service. They said so in the release of the faction change. Great news in my opinion
