Can I transfer toons to my sisters account?

I have two WoW accounts in 2 separate bnet accounts. Is there any way to change the name on one of my accounts to my sister's name so we can transfer the toons to her account?

IIRC, you can transfer between two accounts that have the same last name. Assuming you and your sister have the same last name, you don't have to change anything on either accounts. Don't quote me on this.

We have the same last name but my research indicates you can't transfer toons to a family member.
