stealing a Character: Take the guild bank?

yeah, so basically im stealing this dudes character, im wondering, if he has the power to, just totally empty all valuables of the guild bank onto the dude im stealing, or if doing so will just give the GM's for of a reason to look into the hijacking?

If you steal someone's account, and the victim reports it, then they will investigate the account hacking, yes.
