If someone filed a dispute against my unverified paypal can I still send and receive money with the account? Or is it locked until the dispute is over?

I would guess (not 100% sure) that the account will be locked until the dispute is over. If you lose the dispute it will remain locked until paypal has their money (if you go into the negatives).
