When you cloak, your speed gets reduced by a set percentage depending on skill level and talents. With fleet footed or minor speed increase enchantment (these two don't stack tho), that will raise the overall amount so therefore the set reduction will seem to have less of an effect.


Short answer: Yes, with fleet footed you'll move faster while cloaked. Even faster if you get the talent.
