the 2 points in imp ss is optional, you can put those in lightening reflexes if you like. i just like them in imp ss cause then its an even number that is being taken away from your energy and its easier to count it

lvl 10 u can join PVP.

edit: best pvp'er? Well.. u need to work as a team, then class doesnt really matter.
But for solo Hunter or Warlock.(Dont know about Paladin, never been horde and to kill one )
Speaking from lvl 49 paladin, 60 rogue and 40 warrior..

As a devout horde type, I love hunting pallys down in the BG. Most of them I can take out with no problem, the good ones give me a challenge. Then there are some with damn good skills and timing. Those are the fun ones. When I see only one hit from either as the difference in victory, that is sweet. But as a shaman I have it easier than other horder types, with the exception of priests. Good ones will mana burn the pally. Of course the good alliance priests do the same to us shammies too.
Now as far as actually PVP, when I can get in one with my friends, we generally clean house. We use team tactics, communication, and we cover for each other. As a team everyone has their function. I've even stood back and healed while our priest mana drained, our opponents. Get a good team, figure our your place and have fun.
If you want to solo, pick your targets carefully. Solo, I avoid priests, hunt paladins, mages and some warriors. But that is with my shammie. With others I change my targets depening on my strengths and their weaknesses. Rogues have an advantage and stealth to pick their targets better. NE hunters also can pick their targets. I don't know how many times, I thought I was safe, just to be sniped by one. Just makes me more paranoid about open ground.
