I saw this Vindicaar too on my Mage... can't remember the particular quest... I think it was after I completed the Pillars of Creation questline?

I tried to explore it, but I used a DC to try to get through some walls and I think I was in a party at the time. When I returned to the game from my DC, I got the "you are not in this instance and will be teleported to the nearest graveyard" message, and I couldn't finish my exploration. Was very sad!

My point being, I don't think this map is exclusive to the Lightforged Draenei... I know Trokair has been there.
