The Dark Toundra and the Sholazar Basin underwater

Where is this Dark Toundra? I don't recognize this area at all... hard to appreciate without some context!
Reminds me of the Sholazar area that was hidden in that one battleground though, now that I think of it... perhaps it is the same... and they now make it dark?

Speaking of the dark... this appears to be the same crippling darkness that I experienced when I got past the end-game walls in the Mage Occulus scenario....
Is this a new thing, this darkness? I certainly hope not...
