Not a live server, if you notice that he has the title "field marshal" which is impossible to receive on a character made after BC (blood elves)

Its been there ever since EPL was made, it will never be fixed because if they did that, they would have to move strath, reconfigure the whole of SM mountians, and make the entire coast of WPL a fatigue zone(yes WPL 'coast' there is a sea there)

I can confirm that u can still do this live... was bored with questing in EPL on my alt so i thought id try climbing over... was fairly easy. Kinda boring its all flat.
Dunno if you noticed but almost at the top theres alot of markings on the ground sorta shaped like hands :P gotta zoom out or climb up high to rly see them properly
