Get to the tower near Old Hillsbrad

Then, get on top of the tower, to about here:

Then, jump from there with slow fall and mount, and you're on the platform with big dragon person! YAAAAY!

Players have found this from even before caverns of time was open, but i guess its more important if it has been posted here or not.
