Hmm...I´ve been having that a lot lately tbh.
The player marks are on the map just as if they were on the Zangarmarsh map. Might be an map-addon delay or something...if you´d zoom in or out, this would be fixed. The people on your map are just spread around correspondingly on Zangarmarsh map.

Besides you don´t see people who are inside an instance on a map. (Well atleast I don´t :S )

Used to happen tome alot when I would do ony runs, showed ppl in Arathi Highlands for some reason. Weird glitch that Blizz is too lazy to fix, gg blizz.

Its some kind of spot where people get teleported to, ofcourse when you enter SSC your character wont go there.
I think there is a glitch when you manage to go trough the floors of any of the BC instances you will be teleported there, i managed to teleport my eye of killrog many times by going trough a gap in the floor in Karazhan instance
Strangest thing is that you dont even will get a loading screen.

I could be wrong becuase its been long ago and im not entirely sure how i did it, but im certain you can teleport to that spot.
