The areas surrounding Deepholm was used for testing purposes. There are loads of stuff there that's been used for testing out the enviroment for the questing zone. Some of the stuff were never used.

Also, what Dante said is correct. That's the model used for scaling things after player size. It would be very hard to build something like an entrance to a house in a good size without having a character nearby. So instead of having to create a map in the map builder and load it in a client a character could access just to try out the size they have a spawnable model in the size of a male human. These models are found outside a lot of instances and zones during betas. Some made it to live.
