They are just mobs that blizzard inaccurately placed when they started the elemental invasion etc. It happens, they probably just haven't herd or care about them under there =)

I found these mobs during the 4.0.1 PTR, and reported them as an issue to a GM. I didn't get any response, so I guess it's intentional or just not important to them to fix.
