Hidden picture in BRD

Couldn't find another post about this one. But anyways I was walking around in the BRD bar and found this:

Looks like nothing but a regular wall.

But when I turned my character/camera around I found a picture hanging on that wall:

How would a picture of (i assume) Raggy coincide with Brewfest?

I understand the banner is associated with Brewfest.

But the picture of the Fire Elemental (assuming Raggy because MC entrance is in BRD) is not.

It's just a graphical bug.

Im pretty sure this is old, it only shows up when your drunk even if brewfest isnt on

No need to be drunk. Weird thing is, when you see it, you cant jump (as in, youre hitting an object thus cant jump), however otherwise you CAN jump..
Edit: only rarely happens you cant jump it seems.

This is a graphical bug. There's a torch in the top of the Silver Covenant tower in Dalaran that does the same thing. Not sure WHY it happens, but it's nothing special.
