This isn't a mage only trick, I have gotten up to that roof on a Druid. Instead of following that roof to the left to where you zoned into the instance, you can turn right, and there is a small hole in the wall where you can walk UNDER the instance. From there you can get to the top of the waterfall that seperates eastern and western plaguelands.
