Hmm, no. It is an exploit because you can keep the flag and not worry about being attacked therefor you have an advantage over another player. Exploration is just going places.
On a completely different topic, rep is hard to get in the exploration forum.

Exploration is also walljumping, and getting to places you normally can't. Hence, this belongs in there.
