Is it an upgrade from full 340 in dps?

Should say barely an upgrade. Maybe useful into transition to ilvl 340(maybe 1-2k more dps at most if u are lucky enough for getting all 3 revolving blades pieces/ or you work around it), but not worth the stat loss over 340 .

How is this an damage increase exploit? Isnt set bonus something intended?

I guess the set bonus being active still is an exploit? Should be legacy effects inactive presumably.
But.. if you're 323 wearing two t20 pieces, isn't your real ilvl 340+?
And your dps should be 10k+ if you're 340+ anyway.. so..
What's the point of this?

This is useful for when doing wq's as mobs scale to your ilvl and if your doing the same dps as a 345 at 323 I imagine you'll melt mobs quicker.
