Up to 65% damage on your hunter stampede, then your pets die
This is a throwback to the old hunter stampede hacks we all knew and loved.
Instructions:
1. Put each stampede pet in the fel slime in tanann jungle. Dismiss pet. Make sure debuff is ticking on the pet when dismissed.
2. Call Stampede.
Damage increases 5% per tick up to 45%. If you have the cornered talent on the pet this will add 20% when the pet is below 35% health. The pets die after 16 seconds-for this reason this is a burst dps strategy.
There are other strategies where you can use this trick with your main pet/minion etc if you can resummon your pet (eg flames of xoroth, heart of the phoenix) that might fly in pve.

There's this weird cult of millitant semanticists who insist that my channel shouldn't be called "Archvaldor's Warcraft Hacks" because hacks in warcraft generally refers to the type of third-party program/code hacking RAOV typically indulge in rather than the exploits I use. These people are basically harmless to be fair and I suppose have the germ of a legitimate point.
I'm not going to change it because a) I think it is a valid term given one of the dictionary definitions of hacks includes a very broad usage that would include exploits and b) I'd have change my intro to every video.

Stampede lasts 40 seconds, this cuts it down to ~16 which is less than half. I can't see how this is a dps increase in pve if the damage bonus is less than 100%

It isn't. As I say in the video using this for stampede is a burst dps increase, and a overall dps decrease. Burst dps is more important than overall dps in arena.
You can use this trick to increase overall dps, but it requires a different approach. Put it on a hunter pet with heart of the phoenix and rez it when it dies. A destro warlock can do the same with flames of xoroth or just sac it when it is about to die. Mages and unholy dk's can do the same thing albeit with more marginal gains.

My statement was referring only to the pve part you mentioned in op. Heart of the Phoenix does not affect stampede pets so this is indeed completely useless for pve as you need to be MM with Lone Wolf.

"Main pet" implies non-stampede pet. You stick the fel slime on your main pet/minion etc, then resummon it, let it do its thing and then rez it. That's obviously a pve dmg increase. Quite significant also at the end of an xpac when bosses are going down in seconds.
The only real downside with this is that you have to keep dunking your pet in the goo every time you want to do this. Or you could dunk every pet you have and whip out a new one for each boss.
