ok here goes:

2.2 Brought a new reporting system, wich makes u able to report afkers far more easy, simply by right clicking their name. After a short while i found out aht you can right clikc ppls in firends list and report them for afking too!( same goes for /who), so you can give the debuff to any1 really even ppls that isnt inside a bg! (this was most probably not intended)

It does work but you need more people to report them for it to work.

You need a certain amount of reports for this to work...

The debuff is wiped when you enter combat, according to blizzard.
