Not sure whether a guide or exploit but I was just boosting some alts through the Lost City of the Tol'vir dungeon and had this achieve popup so it would appear to be bugged at the moment and is including regular instance runs towards the 100 scenario count.

I got this about a week ago

The new dungeon completion systems seems to be based off the scenario system so dungeons completed count towards scenarios completed

Im pretty sure it has to be heroic? I got it on an alt when i finished up sethekk halls on heroic

No, not just heroic.
I was spamming regular SFK earlier for boe's and got this achieve.

can confirm this .. new char and was boosting a friend .. got the achievement
