Last patch you couldnt enchant the 2.2k pvp enchant on lvling gear now you can enchant it on the heirloom that is upgraded :P but ofc it does scale a lvl 5 gets 22 pvp power

I don't think reaching 100% crit, 80% hit, 60% haste, 70% pvp power and get same hp as someone with 10 more lvls than your 10 twink can be named "as intended".
last patch u could'nt actually enchant lvling gear as it didnt have a high enough ilvl.... but i guess it may have something to do with lvling gear being able to be upgraded i dont think this is intended but i could be wrong
There is a difference between intended and being able to do things because its possible. Just try to use your brain before posting drone like comments about working as intended it clearly isn't something blizzard set out to do, it is something now possible due to an over site while changing something else to be intended.
All permanent item enhancements provided by Enchanting, Engineering, Leatherworking, Tailoring, and various vendors and quests are now able to be applied to items of any level. This means all enchantments can now be applied to heirloom items.
High level enhancements applied to items equipped by low level players have their power scaled down to be similar to enhancements intended for that level range.
Low level enhancements applied to items equipped by high level players do not grow further in power beyond their intended level range.

You can equip any enchant to any level item, but it scales according to the level.
