Gnomish Gravity Well.. change?

If my memory serves me right, Gnomish Gravity Well - Item - World of Warcraft used to be only usable outside since forever.

Now do not shiver, do not cry.. for what I am about to tell you.. is not a lie!
Maybe this has been posted before, and I'm just really slow or it is intended by blizz, and well I just didn't know..
Either way these changes have been applied - You can now use the Gnomish Gravity Well - Item - World of Warcraft inside! And with the goblin glider, you can become a magical strider!

(It is still not usable in arenas, bg's and dungeons, though.)

A friend of mine has been using hers inside the Horde Shrine to get up to that one ledge just over the door for a while O.o I thought you could always use it inside.
Though, I'm not an eng, so I guess I wouldn't know when or if it changed.

You could use it inside since it was added to the game, but to think about using the new cape enchant to start flying from a higher level is nice.
