I was doing this tonight where are a monk I would spinning crane kick on top of the banker, and for whatever reason it did not aggro the guards and it kept the alliance from being able to bid.

bullshit - for real... on pve servers it does simply nothing. and even if you block the target u can simply tar her and use a keybind for "interact with target"...

This is intended. The black market auction house is supposed to be a "dangerous" zone where players can attack each other. So yes if you attack or kill the opposing faction they cannot bid on the items obviously.

Not working as intended the guards still should aggro on to you but spinning crane kick does not aggro the guards. Works at halfhill as well the whole "dangerous" zone idea was in early beta and has since been changed

On the other hand, this is a good find if it works. I do not have a monk but would love to bump people off the AH without being killed. Basically, they cant attack you but you can attack them because of this? Sounds like an exploit to me!
