Can you explain how this makes you "one shoot" pet battles?

I don't think that's all it to be honest,
the last ~5 pets I've battled just now after the Realm Resets (EU) are already dead when I enter the battle,
so it results in an instant, no-exp win.
I'm not using any transforms either.

This is pets found in the world, not through the PvP

Edit : Just tried a PvP one, and all pets are set to 97 hp for some reason
and it becomes impossible to make a move.

Edit 2 : This also works on the Quest NPCs, easy way to get them all done would be now !

i just tested it.... pet battles are bugged (i guess for everyone)
and I dont have Nearly Full Vial of Polyformic Acid.....

edit: if you don't have any pet at lvl 3 dont even bother to try complete all quest...
edit 2: it's server bugged (EU only), players dont need to do anything to make it work

It seems to be EU servers only, we had realm restarts and it has been glitched since.

This. And it's not an exploit, it's a bug. Any npc pet you fight start off with 0 hp and you win the fight on your first move.
You won't get any xp but you can use this to beat trainers and for the "win X pet battles" achievements.
