ok if you are spending to much of pet food go to the WSG seller in northern barrens and but the wsg feild rations close to your level, YOU can only eat them in WSG but you can feed them to your pet anywhere, pluss they get full happyness.

Also the Skettis Friendly rations can be fed to pets as well, they cost 40c (yes copper) per 5, they are unique(20) tho.. Still really cheap stuff.

Seems they nerfed it. Water still costs that little, the food however is expensive now (bit cheaper than ordinary food though), but I couldn't feed it to my cat.
