an easy way for people level 30+ who dont wanna go into dungeons to get home city rep is to wear the home city tabard and kill the non elite mobs outside scarlet monastry they give the same amount of rep as mobs inside the instance but without the damage and hp that the elites have.

Equip: You champion the cause of the [faction]. All reputation gains while in dungeons will be applied to your standing with them.

Can you link any blue post, stating that the tooltip is wrong?

If you will remember.... the mobs outside of SM used to be elites. This was changed some time back. All the old instances that had elite mobs outside (Uldaman, SM, Mauradon, etc.), these mobs will still give you rep as well. They are counted as being part of the instance as you used to have to clear to the instance before blizz dumbed things down. So yes.... it is working as intended because these mobs are still considered part of the instance.
