Dignified Headmasters Charge 80+ scaling

I found this bug today and I didn't find anything related to heirlooms so here I go!

So at least Dignified Headmaster's Charge scales with levels beyond 80, I tested it at level 82 and it was giving me -2 sp to the dagger below (without offhand) and after I dinged 83 It gave a huge sp boost as you can see below!

So I came to conclusion that it must bug somehow and scale up, but I find it only scaling with SP, not with other stats. So you lose some stats and gain more sp compared to lvl 83 ilvl 333 items.

Look at spell power on the stat list. You see the headcharger screenshot has 200 more sp.

No you don't, at least what I've tested it. They worked in the launch of Cataclysm from 80-81 but not after that. Then I guess they fixed it completely.
