Wouldn't say this guarantees that the Malestrom will be released in Cataclysm, as the Emerald Dream was around as developed if not more than what you've shown.. Yet it didn't make release in vanilla. So yeah, it's possible and nice find, but I wouldn't make a big claim like that.

Maybe within a patch seems more reasonable.
