You buy the hat use it and then sell it back to any npc GL

This doesn't work. You cannot sell the Chief's Hat back to the vendor. Perhaps a GM will help but frankly I doubt it.

GM's won't refund items now due to the fact that if you buy something with any type of currency (I.E. badges, awards, etc.) you are able to sell it back within the hour for a full refund.

GMs will not refund this, since the change to revendoring, they do not give back NEARLY as much as they used to, also, they wont 100% because it is attached to an achievement which they DO NOT remove, so no.

Yeah, they just tend not to remove items linked to achievements. In the rare occasions when they do, all achievements linked to it are removed.
