Problem, let public 5.4.8 server! Help!

Hello everyone, im asking here for a problem born in last days while tryng to Up a private server of Warcraft 5.4.8.
Our host is located in Germany and work pretty fine in ping for the players of EU as we tested alredy.
Our Dev who work behind the VPS is Iranian and got over 300ms Ping while work on the project, and he try to set online the server. HE says is online for him but when we try a logg in from the EU side the server is costantly sidgned as Offline. Not in red compledtly in darkness gray/black.
Our dev try all he can do, but the server still offline for other ppl.

I would check the configuration files and make sure you have the actual ip of the server and not "127.0.0.1". Also if by "he try to set online the server" you mean he is trying to host the realm from Iran, that might not work cause as far as i know the internet is heavily censored in Iran and the connection may be blocked.
